关于公开征集LOGO方案的公告
 
    国际汉唐学院是由国务院批准在中国(陕西)自由贸易试验区内设立的“一带一路”国际人文双向交流高端平台,由陕西省教育厅发起成立,西北大学主导,省内高校全员参与创建。
    国际汉唐学院依托陕西省优质高等教育资源,引进国际国内知名大学、文化机构联合办学,推动国学、中医、茶道、武艺、戏曲、书画、礼仪、音乐、服饰、工艺等中国传统文化“走出去”和世界各国优秀文化“走进来”;依托“十三朝古都”的丰厚文化底蕴,发挥陕西自贸区的独特区位优势,共享文化资源,拓宽传播渠道,打造“一带一路”人文交流新高地。
    国际汉唐学院将与国内外大型教育、文化机构开展战略合作,通过内外结合、产学研结合,颂扬中国传统文化之优,揭示中国传统文化之美,丰富中国传统文化之雅,挖掘中国传统文化之致,促进中国传统文化的教育、传播,形成中外人文交流和教育文化产业发展新模式。
    国际汉唐学院的建立,是践行“一带一路”倡议,提升多元文化理解与包容的重要举措,对于打造陕西“国风、秦韵”传统文化品牌,传播中国传统文化、促进丝路沿线国家民心相通具有重要意义;对于提升和完善中国文化的国际传播和培养培训体系,构建中国文化交流传播新格局起着积极地推动作用。
    为更好地塑造国际汉唐学院形象,展示学院发展内涵,提高学院在中外人文交流中的影响力,我院决定,自即日起至2018年12月20日,面向海内外设计机构和个人,公开征集国际汉唐学院LOGO设计方案。现将有关事项公告如下:

三、设计要求
    1.标志内涵:国际汉唐学院标志(LOGO)应简洁、优美、大气,形象展现中华文化的人文精神内涵,承载开放交流的态度,传递推进中外文化交流的决心,体现“创新、协调、绿色、开放、共享”的发展理念和“优美雅致”的文化内涵,展现国际文化交流的独有魅力和风采。
    2.标志性:个性鲜明、易于记忆辨识,易于传播。
    3.艺术性:简洁明快,具备当代设计美感,易于理解,凸显品位。
    4.实用性:标志用色限三种以内,不使用渐变、晕染等设计手法。标志要易于运用各种工艺手段生产和制作,如可于网站、文件、信笺、宣传用品和媒体宣传等各种场合和载体上使用。
    5.统一形象、文字、色彩、色调庄重大方,要既适合于单色,也适合于彩色印刷;既可同时使用中英文,也可单独使用中文。
    6.按VI设计规范设计标志,要包含基础要素设计,国际汉唐学院、中文名称、英文名称、标准色、辅助色的各种标准组合。

    7.提交方案需包括完整规范的源图片,而非单一的一个图标或标志。
    8.同一应征者可提供多个方案。
四、征集方式
    1.请将设计成果和承诺书(附件1)、应征信息表(附件2)以电子邮件形式投稿至:cice@nwu.edu.cn,以“国际汉唐学院LOGO设计-姓名(机构)-联系电话”为标题。参选作品一经发出,即视为参选者已全部知晓并完全接受本征集规则。
    2.一件参选作品应提交一份《信息表》(附件2),由参选者正确填写并亲笔签署(参选者为机构的,须由授权代表签署并盖机构公章)。一件参选作品应提交一份《承诺函》(附件1),由创作者正确填写并亲笔签署(参选者为机构的,须由授权代表签署并盖机构公章)。创作者不止一人的,所有创作者必须共同签署。
五、征集时间
    征集截止时间2018年12月20日17:00(电子邮件以收件时间为准,过期视为无效作品)。
六、评审、奖励
    1.评选。学院将邀请相关领域的专家组成评选委员会,在参选作品中评选出入围作品,推荐、选定国际汉唐学院标志(LOGO)。征集人拥有选定标志(LOGO)的最终权利。
    2.作品修改。如果作品入围,应征者需提供高精度Tif文件或PSD、AI文件,并根据专家评选委员会和征集人的要求进一步修改完善。
    3.奖励。评选揭晓后,入围作品的设计者将获得国际汉唐学院颁发的荣誉证书。本次征集活动设获选奖1件,奖励人民币10000元(含税);入围奖5件,每件奖励人民币2000元(含税)。获奖作品及创作者名单将在陕西省教育厅、西北大学、国际汉唐学院官方网站、微信、微博平台上公布。
七、其他
    1.应征人必须保证应征作品为其首创作品,设计方案均未公开发表,未以任何方式为公众所知,未抄袭或模仿他人创意,并签写《原创作品承诺书》(附件1)。由于非原创产生的一切法律后果均应由应征人承担,如对国际汉唐学院造成损失的,应征人应当赔偿相应损失。
    2.参选者提交的参选作品,视为参选者接受学院的委托创作参选作品;被选中作品,其著作权归国际汉唐学院独家所有。国际汉唐学院对参选作品享有《中华人民共和国著作权法》规定的一切著作权(署名权除外)。
    3.国际汉唐学院对包括本方案在内的本次征集活动的所有文件保留最终解释权。任何与本次征集活动有关的未尽事宜,均由学院进一步制定相应规定或进行解释。

A PUBLIC SOLICIT NOTICE FOR LOGO DESIGN
 
Hantang Institute International (HII) is a high-end platform for the “Belt and Road” international cultural exchanges. Initiated by the Shaanxi Provincial Department of Education and led by Northwest University, HII is located in the Free Trade Experimental Zone in Shaanxi, China with the approval of the State Council, and its establishment is the joint efforts made by institutes of higher education in Shaanxi province. 
Based its development on the distinctive resources of higher education in Shaanxi, HII attracted renowned universities and cultural institutions home and abroad to jointly participate in its running. Aiming at spreading of Chinese traditional culture including sinology, traditional Chinese medicine, tea ceremony, martial arts, traditional Chinese opera, painting, music, costumes and crafts and introduction of  world-wide excellent cultures, HII gives full play to the unique location advantages of the Shaanxi Free Trade Zone, strives to develop itself as a landmark for cultural exchanges based on the Belt and Road Initiative with the nourishment of the rich cultural heritage of Xi’an as the ancient capital city of thirteen dynasties and the support of extensive communication channels. 
Strategic cooperation will be carried out between HII and large educational and cultural institutions at home and abroad, showcasing the profundity, the charm and subtlety of traditional Chinese culture and promoting the education and transmission of Chinese traditional culture and establishing a new model for the development of cultural exchanges and educatinal industries between China and the rest of the world.
The establishment of the HII is an important step to serve the implementation of the Belt and Road initiative and the enhancement of multicultural understanding and inclusiveness. This is of great significance to the successful operation of traditional cultural brand named “Guofeng and Qinyun” (national style and Shaanxi local charm); the spread of Chinese traditional culture and further promotion of the communication among the people along the Silk Road, which will also play an active role in promoting and improving the international communication and training system of Chinese culture and the establishment of a new pattern for Chinese cultural exchange.
In order to better shape the image of the Hantang Institute International, show the connotation of the Institute, and enhance the influence of it in the cultural exchanges between China and foreign countries, HII now invites designs for a logo representing the institute. The last date to submit your entries is December 20, 2018.

Terms and conditions 
Submission of entries:
1. The logo should best symbolize the humanistic spirit of Chinese culture with simple and elegant design to convey the strong will for the promotion of cultural exchanges between China and foreign countries. It is expected to manifest the development concept of “innovatiopn, coordination, green, openness and sharing”.
2. Entries can be easily recognized with its distinctive features and can be effectively spread. 
3. The design should be simple and in style and bright in color enabling a quick interpreting of its spirit.
4. The logo design should limit its use of no more than 3 colors. Besides, the gradual change or rendering technique are not expected. The logo should be easy to be applied into different materials, for example, can be used on the publicity in its websites, and papery products, letterheads, publicity items and media campaigns.
5. The images, characters and colors should be standardized so that it’s suitable for both monochrome printing and color printing, and suitable for both bilingual setting (Chinese and English)  and Chinese language only setting.
6. Designs should conform to the VI design code, the logo should include the combination of basic element design, Hantang Institute International (both Chinese name and English name), standard color and auxiliary color.

French name: Institut International Hantang
7. Entries should include the source image of the full specification instead of a single icon or logo.
8. Each participant is eligible for submission of multiple entries. 
Submission for entries
1. Please submit your entries, commitment letter (Attachment 1) and application form (Attachment 2) to this e-mail cice@nwu.edu.cn and the subject of the email is named following the following format:  logo for HII-your name-phone number. Once the emails are sent, it is deemed that the candidates have fully known and accepted the terms and conditions of this event.
2. One entry should be submitted with the Information Form (Attachment 2), which should be correctly filled out and signed by the applicant (if the applicant is an organization, then it must be signed by an authorized representative and stamped with the official seal of the organization). Every entry should submit a Letter of Commitment (Attachment 1), which should be correctly filled out and signed by its designer (if the designer is an organization, it must be signed by an authorized representative and stamped with the official seal of the organization). If the designers are more than one person, all of them must sign collectively.
V. Submission deadline 
Submission Deadline: December 20, 2018, 17:00 (Emails are based on the receiving time and expired entries are deemed invalid.)
VI. Selection process and Award
1. The Institute will invite experts from relevant fields to form a selection committee to select the finalists and the logo of Hantang Institute International. HII has the ultimate right to select the logo.
2. If the entries are selected, the applicants should provide images in TIF/PSD or AI format with high resolution and further improve them according to the requirements of the expert selection committee and the solicitor.
3. After the selection, the designers of the finalists will receive the certificate of honor issued by Hantang Institute International. The final selected entry will be awarded with RMB 10,000 yuan (tax included); another 5 entries will be awarded with RMB 2,000 (tax included) respectively. The list of award-winning works and their designers will be published on the official websites, WeChat and Weibo of Education Department of Shaanxi, Northwest University and Hantang Institute International.
VII. Other conditions
1. Applicants must guarantee that their works are of their original design and that their designs are not publicly published. Submitted entries are not known to the public in any way; and that they have not copied or imitated others’ creations, and that they sign the Letter of Commitment for Original Creations (Attachment 1). All legal consequences arising from non-originality shall be borne by the applicants. If losses are caused to Hantang Institute International, the applicants shall compensate for the corresponding losses.
2. The works submitted by the applicants shall be deemed to be those entrusted by the Institute; the copyright of the selected works shall be exclusively owned by Hantang Institute International. Hantang Institute International enjoys all the copyright (except the right of authorship) stipulated in the “Copyright Law of the People’s Republic of China” on the submitted works.
3. Hantang Institute International reserves the right of final interpretation for all documents of this solicitation, including this proposal. Any incomplete matters related to this solicitation shall be further stipulated or explained by the Institute.

The entries submitted are the original work by the designer or the codesigners. This entry has not been submitted to any other organization. If this entry involves plagiarism, borrowing or submitting more than one copy, the designer shall bear all the consequences, and has nothing to do with the solicitation unit.
